I think that it should display "tip uncollected" or "tip not accepted" if tips have not been collected. That would solve the issue.

Your name is not being used in any promotion. It's clear from the site you didn't accept a tip. You also publicly disclose your name on github.
The log indicates only "Refunded to project's deposit" and would display the "didn't specify withdrawal address" message on a more recent tip, as it does for recent tips to other committers who do not accept tip4commit. This still lists me as a potential tip recipient, which I am not, and still associates my name with tip4commit, which I do not and will not consent to.
I will make this as clear as possible: I am not and do not wish to be seen as publicly using, associated with or supporting tip4commit in any way, shape or form. I do not want my name listed in any way, shape or form on tip4commit's site, as I do not consent to the "service" or to being associated with it.
In the interest of charitableness I am willing to allow a reasonable amount of time for this to be completed, as it appears tip4commit lacks any opt-out or removal mechanism and one would have to be added. Based on claims of the rapidity with which tip4commit was originally developed, and my experience as a web-application developer, I estimate 90 days to be more than sufficient time to complete this, and will be monitoring this issue and tip4commit to ensure that by 90 days from today -- that is, Friday, 30th January 2015 -- this has been completed to my satisfaction. If not, my initial action will be to raise a terms-of-service violation with GitHub, as information harvested from GitHub by a GitHub-hosted project was used to send me unsolicited email, in clear violation of those terms. Further actions on my part will be determined by their, and tip4commit's, responses.
Thanks for your feedback and patience, @ubernostrum, I appreciate your understanding. Your ticket is well formulated and I agree that 90 days is more than enough to find an appropriate solution.

-- this part confuses me a bit. I agree that tip4commit might misrepresent our relations (or lack of such relations) and that should be fixed.
But can't we just show that tips were not sent to {username} because s/he is not our user?
I am asking this because transparency is an important feature of this service, and in fact web is about sharing the information. I can't stop people from mentioning me or tip4commit on twitter or on some other site... or can I?
I do not want your site or your "service" to in any way do anything which could be construed as me being someone who can be "tipped" through it. There's a very easy way to accomplish that, and it's not to list me on the site at all.
In general, sites show lists of people who are their users, not people who aren't. Your insistence on showing a mixed list of people who may or may not be users, in ways that aren't necessarily easy to tell apart, and the repeated arguments in the other issues about "well, what if we just reduce the amount of unsolicited email we send but keep sending it", do not give indication that tip4commit is putting the desires of users first, and instead suggest tip4commit is putting promotion of tip4commit and the appearance of a large user base ahead of what people actually want.
seriously though - at risk of sounding fecicious - this feature requested here is probably a simple one-liner in the tips view like:
# suppress visibility of users who have not accepted this tips next if user.bitcoin_address.nil?the OP could have saved himself much effort by submitting this patch himself rather than the 600+ words he typed here and the initial post would have sufficed as the motivation - if the pull request was not accepted he would then have cause for such elaboration and threats
obviously this is part of the larger issue being discussed at length today but this particular bit of it would be trivial to implement - i shudder to think another word may be exchanged regarding it
Why is it my job to fix someone else's "service" that "opted" me in without consent and started spamming me to the point that we did have to resort to threats just to get the volume of spam reduced? Why do I have to do the work of fixing all the wrong things tip4commit did, when tip4commit could've just not done any of these things in the first place?

Everyone here has opted into using GitHub. That doesn't permit anyone else to do anything they want with that info.
That's a really dumb argument @bill-auger. Really, really dumb. It shouldn't be up the the people affected by others projects to fix them, especially not when they never requested it. Also, @BLKSwan, nobody opted into using tip4commit and it seems nobody wants to either, when we registered on Github we opted into that. Major, major difference.
sry if my statement came across wrong - i am just the sort of person that prefers to solve problems rather than complain about them - especially when the solution requires less effort than the complaint
it was not posed as an argument just a statement of the obvious - that is how i would have handled it - the OP burned a lot of calories on his rant - s'not good for ones health - i will implement this myself tonight

We raised the notification threshold over a month ago so that people don't get notified for micro-donations.
@ubernostrum is right that people who visited our site could get a false impression that he really collected bitcoins from us. That's our mistake, we should have worded it better. Please accept our apologies for this possible confusion.
@ubernostrum wants us to remove any public information about him from our database. This is a debatable request but perhaps other users may have similar concerns, so the following has been done to address it:
- Developers must opt-in to receive tips. #168 (developers must opt-in)
- supress visibility of unclaimed tips (issue #146) #172 (suppress visibility of unclaimed tips)
- no more email notifications (notification threshold set to 21 000 000 btc)
- we removed all the information about @ubernostrum and other existing users that chose not to specify their bitcoin address Developers must opt-in to receive tips. #168 (comment)
New users won't be added unless they sign up.

Spam by it's definition are unsolicited or undesirable messages, how many you send doesn't matter. But since you seem to continue to ignore this point (not sure out of which reasons), I am actually considering to escalate that with your email provider -- they certainly care more about laws.
That said, how can I remove my name now from that timeline? @apollo13 as said above, we disabled email notifications completely.

If you want, we can delete all the records about you as we did for @ubernostrum (since you didn't have withdrawals, it won't break anything, tips on your balance will be returned to the donation pool).

Also, the only correct number of unsolicited emails to send is, as we have been at pains to tell you, zero. If you send a non-zero number, you're on the wrong side of GitHub's terms and quite possibly of laws in various locations around the world. But your argument is moot, because I know and can prove that tip4commit sent more than one email to me.

No, it does not. We used rails console to remove the information about you and other contributors who chose not to specify their bitcoin addresses in 30 days.
Thanks to @adamtanner new users will be added to our database only after they opt in (see pull 168).
When I was pointed to a particular part of GitHub terms, I immediately disabled email notifications.
According to database records we had, you only received one email from us in September. It doesn't really matter now and I can't provide any more detail because those records don't exist anymore.

I am closing this issue, as it's now possible to delete accounts using a form on the profile page.
Currently the tip logs of your website list my name as a tip recipient. Your use of my name in tip logs creates the possibility of third parties incorrectly inferring that I have accepted or might accept such tips, or that I have some financial or other relationship with your site/"service", or that I in some way support, endorse or approve of your site/"service".
Remove mentions of my name from your website. Cease further use of my name on your website or in any other manifestation of your "service" or its promotion.
As it may be the case that this requires the addition of missing features in the codebase of your website and/or "service", I am prepared to grant a reasonable time in which to satisfy this request, provided that you display a good-faith effort to do so.
