#18655: Generate EC2NodeClass block device mapping for root volume.
The pick was adapted to release-1.36, which does not have the Karpenter controller IAM scoping work from master:
addKarpenterPermissions, with a new exportediam.AddKarpenterKMSPermissionshelper.PolicyBuilder.AllInstanceGroupsplumbing was backported to make instance groups visible to the policy builder.For details on the cherry pick process, see the cherry pick requests page.
