It looks like this pull request may not have tests. Please make sure to add tests or get an explicit test exemption before merging. Code Review
This pull request updates the Android Gradle plugin dependency version from 9.1.0 to 9.3.1 in three build.gradle files across the Android shell platform, test runner, and CIPD android embedding bundle. There are no review comments, and I have no feedback to provide.
