I haven't tried the original system I reproduced this on (it's in a container I don't have the ability to install into on a client's system, and it'd be a bit of a game of telephone to get them to do the dance to build an SRPM with the patch), but I did set up openSUSE in a VM. It sets up apache2 with PrivateTmp, but in this case, Xdebug claims private tmp is not enabled (instead of reporting an incorrect path, which is still wrong).
