What does this PR do?
Starts adding a test suite for UTXOSet
Why are these changes required?
Looks UTXOSet is pretty important class with some useful functionality which it'd be nice to have coverage for.

I'm planning to add test cases for the other methods in UTXOSet, but the refactor in #59 jumped out as a possibility whilst working on this, and I wanted to submit those changes separately to get feedback on them before going further.
