chore(release): prepare Angular 3.0 (#74)

Pin the existing four-line trusted-publishing workflow to v3.0 and its
explicit same-major 2.15 baseline. Record reviewed package snapshots and
version the documented consumer migrations in the 3.0 changelog.

Verification: check:sync; test:scripts; lint:release; 63 release contract
and workflow tests; canonical deploy.ps1 dry-run builds/packs all four;
retained package checks and strict consumers compile for all four lines;
6,232 library tests with coverage per Angular line; 209 Showcase tests;
Showcase production build. Node 22.22.3 and npm 11.5.1.

Verification: full 5447-test suites on each Angular major, final 13-test
checkbox/config regressions on v19-v21 and full v22 suite; all major lint/build;
206 showcase tests and production build; 160 script tests; sync parity;
four packed package contracts and strict consumer compilation.
