repoint the Dobby submodule after unifying commit authorship

The Dobby snapshot's single commit was rewritten so its author matches the
account that publishes it, which changed its SHA. Update the gitlink and the two
places that document the pinned commit.

Content is unchanged -- the rewritten commit has an identical tree.
