Rust core part of library category

This will be a supporting part of python library here

To fully use the library, you can try to use it from

pip install category

Then in python

from category.fast import Category, MultiCategory

To just install the rust core, you can:

pip install rust-category

This library was created to accelerate the python version of here

It works, but to slight improvement only.
