Pushes the fixes in dropwizard/dropwizard#8008 upstream into logback-access, where they probably should be. Unfortunately `HttpGetUtil` uses `HttpURLConnection`, which makes it hard to write a test for this because `HttpURLConnection` combines the headers for you.
