feat(ci): nobody from outside waits four hours without an answer - #304

Conversation
The only repeat contributor this project has submitted the tests he had asked for and waited fifteen hours and forty-two minutes. Two days earlier the same person waited two days for a reply in the thread where he asked for coding work in the first place. Both times the cause was the same: nothing was watching. The notification inbox holds fourteen items and thirteen of them come from this repository's own automation, so the one human in it drowns. Writing down "read your notifications" was tried and failed, which is why this is a job rather than a sentence in a file. Every two hours it looks for open issues and pull requests opened by somebody who is not the owner and not a bot, older than four hours, with no comment or review from our side. It labels them, assigns the owner - which is the whole mechanism, because GitHub mails the assignee - and leaves one comment so the person knows they were seen. The label makes it idempotent: a thread is picked up once, not every cycle.

Sprawdzone przebiegiem:
czeka-czlowiek: success,Nikt z zewnatrz nie czeka dluzej niz 4h.— poprawnie, bo nikt nie czeka. Ścieżka pozytywna pozostaje niesprawdzona i jej pierwszy przebieg będzie zarazem pierwszym testem.
