Summary of the pull request

  • Consolidates building+contributing information under Contributing.md instead of slightly different versions in different places
  • Consolidates various pages under either Tools (developing in Dev Home) or Extensions (developing for Dev Home)
  • Renames some pages readme, for easier reading and navigation in the GitHub web ui
  • Updates roadmap
  • Removes en-us from learn.microsoft.com links (should allow redirection to user's language)

Yeah, it keeps the rectangle of #s a rectangle.
