build: bump version to 0.3.2

Build array.db from cin/txt sources during build

- Add gen_array_db.py wrapper to orchestrate db generation
- Update cin2sqlite.py, updatePhrase.py, updateShortcode.py to accept
  db path as argv[2] (defaults to 'array.db' for backward compatibility)
- updateShortcode.py now accepts cin file as argv[1]
- data/meson.build uses custom_target to regenerate array.db at build time
