gsutilis in maintenance mode andgcloud storageis the recommended replacement. This migrates the remaininggsutilusages, and also fixes an invalidgcloud buckets createcommand inhack/dev-build-gce.sh(introduced in #18466, the correct command isgcloud storage buckets create).Changes:
hack/dev-build-gce.sh: fixgcloud buckets createtogcloud storage buckets createMakefile:gcs-upload,gcs-upload-and-tagandgcs-publish-cinow usegcloud storage cp. The-mflag is dropped asgcloud storageparallelizes by default.hack/install-gsutil.shis renamed tohack/install-gcloud.shand checks forgcloudinstead ofgsutilhack/upload: the UBLA check usesgcloud storage buckets describe, the sync usesgcloud storage rsynctests/e2e/kubetest2-kops: bucket create/delete/IAM and version marker publishing use thegcloud storageequivalents. Note: the bucket existence check now matches gcloud'snot found: 404error instead of gsutil'sBucketNotFound.gsutilcommands in the OpenTelemetry, release process and GCE getting started pagesHistorical release notes still mention
