Disclose the staff IDs, operation metadata, retention and deletion behavior introduced by Commerce's new Access history before deploying it to the hosted preview. Clearly mark the feature as the next preview update so the notice does not imply that the current host already runs it; explain order-specific customer exports without staff identifiers.
Validation: strict MkDocs build and all 56 generated pages passed internal-path, anchor and search-metadata checks. No hosting or merchant-data behavior changes in this PR.
