Match dotnet/runtime#135100. DotNetBuildAllRuntimePacks no longer adds the Mono runtime and cross-AOT packs outside source build, so runtime.proj no longer passes DotNetBuildMonoRuntimePacks. Description
This PR excludes selected Mono runtime and cross-AOT packs from non-source-only VMR builds. It uses CoreCLR for browser and WASI producers while retaining shared build tooling and source-only defaults.
Contributes to dotnet/runtime#134397.
