Blocker: devantler-tech/platform#4502 | upstream | last-verified 2026-10-10: platform main still accepts this publishing workflow for github-config only at revision 2fa40427, not 63c59062 (v7.9.0). The failing test-publish-contracts check is the guard working: merging now would sign every later configuration release under an identity the platform rejects, so the cluster would stay on the last accepted release with nothing failing here. Unpark when the platform accepts the new revision; this pin and the pinned value in .github/tests/test-publish-manifests-promotion.sh then move together in one change.
