Add scripts and tests that build LLVM from source using the system compiler. This was adapted from work in toolchain-tools by indygreg https://github.com/indygreg/toolchain-tools

Add scripts to build and package LLVM for Linux x86_64, Linux aarch64, and Apple Silicon macOS.
Linux builds use Jessie/Stretch sysroots and bundled GCC runtimes for compatibility with older glibc.
A new Github action preforms these builds with validation and uploads the results.
This work is based heavily on https://github.com/indygreg/toolchain-tools specifically the toolchain-bootstrap directory.
