fix(ci): restore deterministic example builds - #249

Summary

• update the Foundry fork database, Alloy EVM adapter, and REVM as one compatible dependency family
• commit Cargo.lock and enforce locked builds in CI
• compile every example target on stable and the repository MSRV
• set the actual workspace and Clippy MSRV to Rust 1.95
• discover runnable examples through Cargo metadata instead of parsing an error message
• validate dependency-update PRs before they are opened

Why

Loose REVM-internal dependency resolution allowed incompatible minor versions onto main, blocking all eight examples-advanced targets before their source code was checked. The repository also declared Rust 1.85 even though its resolved dependencies require a newer compiler, and the runtime test script could silently omit targets.

Impact

A clean checkout now resolves deterministically and all 112 Cargo example targets compile. Dependency updates will be rejected before publication when they break the example workspace, while runtime examples retain their existing external-dependency exclusions.
