Add a pinned core CLI package, development shell and installed-command checks. The package excludes logs and caches. Includes Linux ARM64/x86_64 CI with pinned actions and read-only GitHub permissions.
The isolated ARM64 build passes 322 tests, with 3 optional skips. All twelve installed-command checks and an offline calculation pass. Build,
nix run, the development shell and a temporary-profile installation were tested on NixOS.GPU Python extras, Studio and llama.cpp are not included. Linux x86_64 and macOS ARM64 outputs were evaluated, not built locally.
