Triage can now discuss with the reporter before deciding (discuss verdict,
issue_comment loop, round cap). Complex PRs soak in a testing environment and
are merged by a human after a clean soak; simple PRs still auto-merge. Codex is
a built-in harness that reaches its backend through an egress proxy on
staging/testing. All gated off by default; back-compatible with v0.4.0 consumers.

First release under the Netis/olympus name. Breaking vs v0.3.1 — consumers must
migrate (see docs/migration.md):

- Mechanism repo renamed agent-ops → olympus; wrapper `uses:` owner must change
  (GitHub Actions does NOT redirect `uses:` on rename).
- Workflow ref input agent_ops_ref → olympus_ref; repo input → olympus_repo.
- Policy file .agent-ops.json → .olympus.json; schema → olympus.schema.json.
- Env prefixes AGENT_OPS_* → OLYMPUS_*; observer MARA_* → ARGUS_*.
- Default agent names: wiwi→hephaestus, vivi→themis, mara→argus, triage=hermes.

Also includes the P0 security pass: untrusted-issue-input containment for the
implement/revise agent (maintainer-dispatch gate, prompt fencing, network-egress
deny-list, token stripping) — see docs/security.md.
