chore(test-apps): set minimum node version to 16 #26960

Internally we noted that running the test apps and workspace with node v12 causes issues.

Do we need to set this on the project package.json files too? angular, core, etc

@liamdebeasi I left them off potentially distributed package.json files for now, as they will produce a warning in any package that installs those packages as a dependency.
