In most cases this shouldn't hurt performance much. But I think it might for the (already slow) MSVC build so maybe exclude that.

For most systems it should simply be adding apt gettext to the setup process.

We already have gettext on AppVeyor:

-- Found Gettext: C:/Program Files/Git/usr/bin/msgmerge.exe (found version "0.19.8.1")
