The function af_get_data_ref_count() returns 0 vs 1
The idea to test this function was taken from Flashlight library test suite, where all tests were passed, excluding one for ArrayFire reference counter

I think this bug could be the reason of leaking memory in How to free a sparse array? #3206

Description

A simple test program shows incorrect output result for function af_get_data_ref_count()
The output of program:

dimension = 2
ref.count = 0
