Describe the bug:
The time filter component is used by several apps, but is documented in a variety of ways.

In the Kibana Guide, the time filter is documented on the following pages:

These apps use the time filter component, but do not document it:

  • Machine learning
  • Observability
  • Elastic Security

Expected behavior:
The time filter should be documented consistently across all Kibana docs.
