Multiple comments asserted before markup tags result in incorrect formatting:

Input:

<!-- Comment 1 -->
<!-- Comment 2 -->
<div>
<h1>Example</h1>
</div>

Output:

<!-- Comment 1 -->
<!-- Comment 2 -->
    <div><h1>Example
</h1></div>

Expected

<!-- Comment 1 -->
<!-- Comment 2 -->

  <h1>Example</h1>
</div>
