make -C should allow you to invoke make from a different folder, but because the rpm directive in Makefile uses the builddir as the root which configure set to ".", It will try and build the rpm package in a different folder than the rest of the make directives. You should use a different substitution, one that follows the -C arg like abs_top_builddir.
