Set up a coordinated system for the translation of turtle's docstrings

The [section](https://docs.python.org/3/library/turtle.html#translation-of-docstrings-into-different-languages) in the documentation has not changed since the original port, so I assume it is out dated. I'm looking into revising it, and proposing a new system for coordinated translation, likely distributed as a PyPI package.
