raise should not be a blocking operation #803

I recently encountered a deadlock situation that I fixed by forking a raise. That should absolutely not be a thing.

Will have to try and come up with a simple test case for this, as the situation it occurred in for me was quite surprising and took a lot of tracking down - even after introducing the fork it's not obvious to me why things were getting stuck as the relationship between parent and child didn't seem particularly complicated.
