Preparation for Node.js v21.0.0

v21.0.0 is scheduled to be released on 2023-10-17.

Let's use this issue as a task list for things that should be done or landed for it.

Update V8 to version 11.8 or later. Currently blocked at least on a SmartOS issue. deps: update V8 to 11.8 #49639
Prepare release CI to build on Visual Studio 2022 and land build: drop support for Visual Studio 2019 #49051.
Update macOS notarization: tools: added support for notarytool for osx notarization #48701

Although it's not specific to Node.js 21.0.0 we might add #48701 to the list as otherwise we probably won't have macOS binaries after 1 November.

I think it can be closed now, right?
