Problem
.github/workflows/documentation.yml, step Identify stale documents (id: staleness, audit job), is a stub. It loops over every README.md and only prints Checking staleness for <file>.... It checks no age, sets no outputs and reports nothing, but it still runs whenever AUDIT_SCOPE is all or staleness.
Change
Either implement the check or remove the step:
- Implement: use
git log -1 --format=%ct -- <file> to flag READMEs untouched for more than 6 months. Write a count output and a job-summary table, and add a test for the script.
- Or remove the step and the
staleness scope value, if nobody consumes it.
Acceptance
- The step produces a result someone can act on, or it no longer exists.
- actionlint clean.
