test: 7 failing suites / 5 failing tests on develop (2026-09-23 full-suite inventory) #3472

Summary

Full npm run test:js on develop @ 5fb6cc0c74 (2026-09-23): 7 failed suites, 5 failed tests, 12 todo, 5201 passed / 5218 total (69s). This replaces the obsolete inventories in #3344 (29 suites, pre-restructure file list) and the 264-failure baseline in #3309 (babel era).

Failing suites

• scripts/validation/__tests__/reference-detection.test.js — 5 failures, tracked in fix: reference-detection.test.js has 4 more pre-existing failures beyond the nested-beforeEach leak (#3452) #3460 (path-prefix normalisation, ES-module import detection, multi-candidate shape, detect/suggest/apply expectation) + fix: reference-detection.test.js rename-scenario test leaks state via nested beforeEach #3452 (rename-scenario isolation, mitigated via it.failing)

• None of the pr-agent failures above have a tracking issue yet; only reference-detection is tracked (fix: reference-detection.test.js has 4 more pre-existing failures beyond the nested-beforeEach leak (#3452) #3460).
• fix: 29 pre-existing test suite failures remaining after #3340/#3341 #3344's suite list (pr-creation-agent/, scripts/agents/, metrics/*) no longer exists on disk after the agent restructuring — closed as superseded by this issue.
• No production code path changed by this filing; test-only tracking issue.
