epic: align agents and skills with official standards and unblock #3434 #3464

Goal

Consolidate LightSpeed agents and skills in lightspeedwp/.github so they conform to current official standards and reach every repo in the organisation, then unblock #3434 and continue spec 014 on refactor/agents-restructure-consolidate.

Context: Asana ".Github Agent & Skills Consolidation Project" (1218728577142701), #3434 conflict proposal (#3434 (comment)), the consolidation guide and the external repo review Ash shared.
