  1. feat: add new commands and JSON output support

    New commands:
    - process list: list infrastructure processes
    - service scale: scale service resources
    - service types: list available service types
    - service env: manage service environment variables
    - project env set: set project environment variables
    - agent init: initialize AI agent configuration
    - discovery list: infrastructure state for AI agents
    
    Add global --output/-o flag for JSON output format.
    Add persistent flags support to cmdBuilder.

    Add comprehensive E2E test suite for the `zcli process list` command,
    covering status filters, limit parameters, JSON/table output formats,
    and edge cases.
