stack/provider: unified cloud-init handling #9127

Currently each kloud provider is expected to extend Terraform template with cloud-init data itself. The provider.BaseStack should be refactored to do it by default instead, if (provider.Provider).Attributes.CloudInit field is non-empty, to further reduce the boilerplate required to implement custom provider.

The unified cloud-init handling is also a prerequisite for #8903.
