maxDynamicFoo should be required to be at most maxFoo in limits #5069

We should add a constraint for it in https://gpuweb.github.io/gpuweb/#adapter-capability-guarantees

There other dependent limits coming up in compat that also IIRC auto increase the limit they depend on when creating the device. Should we also do that for the maxDynamicFoo limits? If we decide to not do that, then this test and the UBO one need to be updated to increase the non-dynamic limit.
