…representable * multi_json was removed from upstream dependencies googleauth (googleapis#575) and signet (googleapis#273). * representable documents that if you use representable/json, you must include multi_json in your own dependencies. fixes: googleapis#26611

In 8 older, unregenerated REST client gems (`cloudshell_v1alpha1`, `appengine_v1beta4`, `appengine_v1beta5`, `youtube_partner_v1`, `youtube_analytics_v1`, `genomics_v1`, `genomics_v1alpha2`, `analyticsdata_v1alpha`), the runtime constraint for google-apis-core was still set to `~> 0.1`. Because `~> 0.1` rejects 1.x versions, running unit tests in these directories resolves google-apis-core (0.18.0) alongside representable (3.2.0). Since 0.18.0 predates PR #26612, it lacks a runtime dependency on multi_json, causing `require "google/apis/..."` to crash in CI with: Gem::LoadError: multi_json is not part of the bundle. This PR aligns the constraint with the other 553 REST client libraries (`>= 0.15.0, < 2.a`) so that modern google-apis-core is resolved in CI and tests execute cleanly.
