With the --machine flag Logger.startProgress did not emit valid json #118907

#118104 had the line:

_logger.startProgress(
  'Loading devices...',
);

With --machine that line emitted to stdout, and not as valid JSON. It was reverted #118826.

startProgress should be fixed to handle --machine.
