chore(rust): add just target for cargo-deny (#19520)
Add a `deny` target to the Rust justfile that runs `cargo deny --all-features check all`, and update CI to use it instead of invoking cargo deny directly. Co-authored-by: Claude Opus 4.6 <noreply@anthropic.com>
