Turn resume collection script into background job  #133

This task from BrickHack is used to generate a .zip of resumes to provide sponsors: https://github.com/codeRIT/brickhack.io/blob/develop/lib/tasks/tools.rake#L31-L85

This should be turned into:

• A background job instead of a Rails task
• Can start the job from the management UI
• Sends an email to the admin that initiated it once it is complete (or failed)
