  1. Fix CircleCI docs-build by updating EOL Docker images 

    Ruby 2.6 and Node 8 have been EOL for years and their Docker images
are no longer available, causing the docs-build job to fail. Update
to ruby:4.0 and node:24 (LTS), unpin the rouge gem version, and fix
a typo in the gh-pages flag (-add -> --add).
