Azure Samples template pipeline #5651

Turn eligible Azure Samples releases into validated, approved template packages. The design puts the pipeline in a separate func-templates Azure DevOps repository.

• Audit the pipeline repository and confirm what exists
• Onboarding validation, release discovery and safe source download
• Template validation with the real template runtime
• Package build, staging, approval and promotion of the same bytes

Definition of Done

• A source release produces a traceable package the CLI can install and use
• Interrupted staging or promotion recovers cleanly
